If I had to guess why, I'd say it's because (and this is likely cultural) I perceive progression as movement towards the right, so for things like "Web Forms" which have a built in level (and idea) of progression, as well as Wizard-Style interfaces, it makes sense to be on the right side. Can't imagine why the dialog preference is though; probably just experience.
